Phoenix-area horseplayers usually start at Turf Paradise, then look at fair meetings and casino race books when the live meet is dark. Arizona is a real OTB market in the southwestern sense: you can watch and wager on out-of-state signals without treating the room like a retail sportsbook. That distinction matters in a state that also has sports betting.
Horse wagering and sports betting are regulated separately. A race book is not automatically a retail sportsbook.
